MCHDO Inclusionary Zoning Workshop

Program Information

The District’s Inclusionary Zoning (IZ) Program requires 8 percent–10 percent of the residential floor area be set aside for affordable rental or for-sale units in:

  1. new residential development projects of 10 or more units; and
  2. rehabilitation projects that are expanding an existing building by 50 percent or more and adding 10 or more units.

The DC Department of Housing and Community Development (DHCD) uses a lottery process to randomly select households meeting income restrictions and other criteria on a rolling basis as units become available. Households interested in purchasing or leasing an IZ home must take two steps to receive notifications about IZ unit availability and be eligible for the lottery process:

  1. take the IZ Orientation class at Marshall Heights Community Development Organization; and
  2. register for the program via the registration information provided at IZ Orientation.

After completing the registration requirements, households will be contacted by DC Department of Housing and Community Development (DHCD) via email when units become available that meet the household’s eligibility criteria. Priority is given to registrants who live or work in the District. Eligible registered applicants need not be present when the lottery is conducted. Household registrations must be renewed every two years, prior to expiration.

Due to the COVID-19 pandemic, MHCDO will provide Inclusionary Zoning Orientation Classes via Zoom. Attendees must register in advance for these classes for access. 

LATE ARRIVALS: Please arrive on time as late arrivals may not be admitted.

For those attending the Inclusionary Zoning Orientation, because the Inclusionary Zoning regulations REQUIRE that participants be certified as having fully participated in the IZ Orientation, nobody will be admitted more than 15 minutes after the start time of the event. If you arrive more than 15 minutes late, you will be asked to re-register for another date. There are no exceptions to this rule as regulations require certification of FULL participation.
